Navarre Beach has a rich and fascinating history tied to that of Santa Rosa Island. The island, believed to have formed 4,000 to 5,000 years ago from quartzite sediment, was initially explored by the Spanish in the early 16th century. It saw the establishment of the first European settlement in 1559, which was subsequently destroyed by a hurricane. Over the centuries, control of the island moved back and forth among the Spanish, French, British, and Americans, each leaving their mark on the landscape through fortifications and settlements.

The island’s ownership was transferred from the War Department to Escambia County in 1929, with a stipulation for public use. The push for development saw the construction of bridges, while preservation efforts resulted in the creation of the Gulf Islands National Seashore in 1971.

In 1956, Santa Rosa County signed a 99-year lease agreement with Escambia County for four miles of Santa Rosa Island, an area they called Navarre Beach. Part of the lease agreement was for Santa Rosa County to build a bridge connecting Navarre Beach to Navarre, resulting in the construction of the Navarre Causeway in 1960.
